  • Full-time employment (Work hours Monday through Friday 8:00 a.m. to 4:30 p.m.)
  • This position supports the organization's mission of providing benefits to women, infants and children by conducting program monitoring of WIC services to assess and report compliance with USDA regulations. This position will focus on the Western region of the Commonwealth however, statewide travel may be necessary to cover work load. Work requires travel to conduct program reviews, retail store reviews, and Formula Distribution Center audits in accordance with policy. Employee may travel using public transportation, private transportation or carpooling with other team members as assigned.Conduct local agency program reviews using approved monitoring tools to determine if grantees are in compliance with Federal and State regulations as well as all other applicable laws and mandates. Conduct local agency retail store management reviews using monitoring tools to determine if the Local Agency Retail Store Coordinators are in compliance with Federal and State Regulations, as well as all other applicable laws and mandates. Evaluate monitoring reviews completed by the Local Agency staff to assess compliance with WIC regulations and assure program compliance. Conduct reauthorization reviews to assess compliance with WIC regulations and recommend reauthorization or denial or reauthorization based on findings.Evaluate reauthorization reviews assigned to and completed by Local Agency staff and/or interns to assess compliance with WIC regulations to reauthorize or deny authorization. Conduct covert compliance buys at assigned retail stores using prepared food instruments to evaluate compliance with Federal and State regulations and assess occurrence of fraud or training deficiencies impacting participant service. Review Compliance Buy reports conducted by investigators to ensure accuracy and completeness. Identify and investigate potential participant fraud using dual participation reports, and RVLS & 10% reports to ensure program integrity.Submit Voter Registration report using the MIS system to ensure compliance with the voter registration regulations are followed. Ensure all authorized stores create vendor assistant accounts and assist them as needed in preparation for electronic WIC. Draft retail store alerts, maximum price lists, competitive price lists, minimum inventory requirements, and other documents to inform the authorized stores of program changes and requirements. Disqualify stores based on Compliance Buy outcomes, monitoring reviews, reciprocal SNAP disqualifications, inventory audits and failure to remit payment to the program for non-payment. Participate in vendor hearings to provide testimony.Review quarterly Price Adjustment System reports provided by BIIT using information from MIS system to determine over payments to the program and prepare materials for clerical to generate recovery letters and invoices. Review Inventory Audit reports conducted by investigators to ensure accuracy and completeness. Conduct Retail Store Coordinator semi-monthly calls to update Local Agencies with program and policy changes. Investigate vendor complaints using program knowledge to ensure program compliance with regulations. Provide probation or temporary authorization to ensure the retail stores become compliant.Process store ownership changes, store closings and relocations. Ensure that all authorized stores attend annual training and recommend disqualification when annual training was missed. Review store sales, on a monthly basis, using MIS to prevent continued authorization of stores receiving more than 50% of the store's sales from WIC transactions. Arrange semi-annual vendor advisory work group meeting. Assure that all WIC authorized stores have entered into signed agreements with the state WIC agency for participation in the WIC Program.Other related duties as assigned.

  • Minimum Experience and Training Requirements:Two years of professional experience in human or social services involving program analysis, monitoring, evaluation or direct services; and a bachelors degree; OR an equivalent combination of experience and training.
