Duties Summary The Chief Information Officer (CIO) is the strategic visionary for information technology (IT) programs and directs and manages both headquarters and field staff of the Office of the CIO (OCIO) in all areas related to the IT resources of ICE. The CIO is fully responsible for the monitoring of field IT activities, ensuring policy consistency, program effectiveness, quality project management and responding to all ICE IT needs.. Responsibilities. As the Chief Information Officer you will: Report to the Deputy Executive Associate Director of Management and Administration and serve as the strategic visionary for information technology (IT) programs. You will be responsible for leading strategic execution of enterprise governance, standards and processes to integrate ICE vision, mission, and objectives into a synergistic portfolio of programs and projects. You will focus on performance, partnership, collaboration, transparency, flexibility, efficiency, effectiveness, and productivity to deliver timely, reliable and effective IT solutions to those carrying out the ICE mission. You will represent ICE on IT matters both within and outside the department, with full accountability for operation of the IT program. Oversee the management, development, implementation, and evaluation of state of the art, cutting edge, global IT systems to ensure they meet ICE's mission. You will respond to the requirement identified by information system users in the development, testing, integration, implementation, evaluation, operation and maintenance of IT systems used in ICE. Be responsible for strategic and long range planning, development and coordination of programs, operations and procedures required for effective IT applications. You will continually monitor and evaluate program effectiveness with a view toward efficient accomplishments of objectives, avoidance of duplication and maximum utilization of funds and staff. Identify, evaluate and disseminate best practices and technologies to meet ICE's needs. Provide guidance and recommendations to senior agency officials and subordinates on advance projects and resolve critical problems in a timely and cost effective manner. You will develop directives to implement Congressional and executive level policy changes for IT that impact resources requirements. Be responsible for the acquisition and support of IT hardware and software as well as acquisition and management of contractor resources. Develop and defend budget estimates and related justifications, accountable for ensuring that funds, positions, property, and other assets are properly used and with the operating budget. Directly supervise the Deputy CIO and provide second-level supervision to senior level OCIO program managers including making decisions on work problems, issues, policies, etc., presented by subordinate managers.
